What is it and do you need to react?
What is Google Consent Mode and why V2? The EU has enacted the Digital Market Act (DMA) and obliged Google to respond to further data protection. Google’s answer is, among other things: Google Consent Mode
- Consent is the permission of users to collect and use data, usually regulated by a “cookie banner” (e.g. EU cookie)
- The Google Consent Mode builds on the consent collected and sends the consent information to Google
- Google uses this information to model “lost” (non-consented) data
- V2 is an “upgrade” of the first version of GCM, introducing new categories of consent (Ad User Data & Ads Personalization). This means that an upgrade is necessary for existing GCM V1
- Google Consent Mode V2 will be mandatory from March 2024
- It concerns both tracking and consent management

How can you meet Google’s requirements?
If you want to continue working professionally with Google Ads and Google Analytics, you should make sure that Google Consent Mode V2 has been implemented both in the integration of the tracking code and in consent management. This works, for example, with the Google Tracking and EU Cookie plugins. With the JTL Consent Manager integrated in the shop, this is only possible if the Google Script also fires the Consent Mode. How does Google Consent Mode work?
Google Consent Mode is a tool that allows website owners to customize the behavior of their Google tags and scripts based on the consent status of their users.
Here’s how it works:
- A user visits a website that uses Google Consent Mode.
- The user is presented with a cookie banner in which they can give or refuse consent to cookies.
- The user’s settings are transferred to Google Consent Mode.
- Google Consent Mode adapts the behavior of Google tags and scripts to the user’s consent.
Option A: Consent
If the user agrees to the use of cookies, tracking will work as usual.
Option B: Rejection
If the user objects to the use of cookies, Google Consent Mode uses an alternative tracking method based on machine learning. This method can still measure conversions and other statistically interesting data without the need to collect personal data.
What information is sent to Google?
In both cases, functional information is transmitted to Google, such as the timestamp or the referrer URL. In addition, if the user objects to the use of cookies, non-personal/aggregated data will be transmitted.
Important to know: Google Consent Mode is not a consent management tool, which means you won’t be able to avoid tools like EU Cookie or another consent manager. However, the Consent Mode provides an API with which EU Cookie transmits the consent settings transmitted by users to Google. With the introduction of Consent Mode, two new tag settings (Consent Types) have been introduced right from the start, with which Google Analytics and Google Ads cookies can be better controlled:
- analytics_storage: to monitor and control statistics cookies, which are used, for example, for Google Analytics.
- ad_storage: to monitor and manage marketing cookies, such as for Google Ads or Google Floodlight.
In the meantime, three more consent types have been added (functionality_storage, personalization_storage, security_storage), which can be used especially for non-Google tags.
Result
In order to be able to exploit all the possibilities of Google Ads and Google Analytics as usual, you must respond by 06.03.2024. With our EU Cookie and Google Tracking plugins, you are ideally positioned and fulfil all of Google’s requirements.
